A week after releasing the first beta, Apple has now released iOS 13.3 and iPadOS 13.3 second developer beta. It is also worth noting that tvOS 13.3 beta 2 and watchOS 6.1.1 is also available.

Apple has also added Communication Limits to Screen Time and this lets you set limits on select contacts. Moving on, tvOS 13.3 gets back “Up Next” queue on the shelf area of the TV app.
