Apple surprised everyone by dropping iOS 13.1 beta 1 to developers yesterday instead of iOS 13 and iPadOS 13 beta 9. The company is yet to release the first public build of iOS 13 and iPadOS 13 so its unusual for it to drop a major point release of the OSes so soon. If you are looking to install iOS 13.1 developer beta on your iPhone or iPadOS 13.1 on your iPad, follow this guide.
Apple will likely release the public beta of iOS 13.1 and iPadOS 13.1 later this week. However, if you cannot wait until then, simply follow the steps in this guide to get your iPhone/iPad running iOS 13.1/iPadOS 13.1. The below steps are only for devices that are running iOS 12. While the data on your device will not be touched in any way, it is still recommended that you create a backup before proceeding with the steps below. The back up will come in handy if you decide to downgrade your iPhone or iPad back to iOS 12.
Also note that since you will be installing a developer beta, you will encounter bugs and other stability issues especially with third-party apps.
If your iPhone or iPad is already in the iOS 13 developer beta channel, the iOS 13.1/iPadOS 13.1 beta update will already be available for you. Just go to Settings -> General -> Software Update and download the OTA.
iOS 13.1 and iPadOS 13.1 Features

Install iOS 13.1/iPadOS 13.1 Beta on iPhone or iPad
Step 1: Download the iOS 13.1/iPadOS 13.1 beta profile link from here. Download it directly on your iPhone or iPad using Safari.
Step 2: As soon as the download is completed, you will be redirected to ‘iOS Beta Software Profile’. Tap on Install three times before selecting the Reboot option.
Step 3: Once your iPhone or iPad reboots, head over to Settings -> General -> Software update. The iOS 13.1/iPadOS 13.1 developer beta 1 OTA update should show up for download for your iPhone/iPad.
If not, wait for a few minutes and try again. If that still does not work, make sure to restart your device and try again.
After this, your iPhone or iPad will automatically receive all future developer beta releases from Apple. What this means is that when Apple releases the first public build of iOS 13 and iPadOS 13, your device will not be getting the update. Instead, it will still be stuck on the latest iOS 13.1 developer beta that’s available.
